64 applications on York's weekly planning list: five HMO bids, a Bootham tattoo studio, new kit at Naburn sewage works and an office block off Hayleys Terrace.

City of York Council’s weekly planning list for the week beginning 21 September carries 64 applications (City of York Council, weekly list, Public Access). Most were validated between 9 and 18 September. Home extensions and tree works make up half of them. Six are worth a closer look.

The ones to know about

  • Five bids for houses in multiple occupation. Three are certificates of lawfulness, which ask the council to confirm an existing HMO use is lawful: 9 Stanley Street for up to four people (26/01646/CLU), 6 Etty Avenue for up to five (26/01680/CLU) and 32 Upper Newborough Street for up to three (26/01679/CLU). Two are full applications to change a home into an HMO for up to three people: 24 Hawthorn Street (26/01566/FUL) and a flat at 5 Bootham Court, Bootham Terrace (26/01447/FUL).
  • A tattoo studio on Bootham. The second floor of 12 to 14 Bootham would change from office space to a tattoo studio (26/01707/FUL).
  • New equipment at Naburn sewage works. Yorkshire Water wants to install “new site assets (kiosks and tanks) and critical infrastructure” at its Naburn Lane treatment works (26/01625/FUL). The engineering firm Arup is the agent. The council must decide by 4 November.
  • A two-storey office block off Hayleys Terrace. The application is for land next to 25 Hayleys Terrace, with parking, in Heworth ward (26/01613/FUL). Neighbour comments close on 6 October.
  • A Beckfield Lane takeaway to become a cafe. Pizza Base at 147 Beckfield Lane, Acomb, has applied to change from a hot food takeaway to a cafe or coffee shop (26/01658/FUL). The site notice runs to 8 October.
  • Year-round use at Brook Nook, Murton Way. The application asks to remove a 2003 condition restricting the time of year the site can be used (26/01648/FUL). Comments close on 6 October.

Search any reference on the council’s Public Access planning register. Each application’s “Important Dates” tab gives the date comments close. Comments must be about planning matters, such as design, overlooking, parking or loss of light.

What it means for you

  • If you live near one of these: check the consultation date now. Several close on 6 and 8 October.
  • If you live on a street with shared houses: a certificate of lawfulness is decided on the evidence of how the property has been used, not on whether the street already has too many HMOs. The two full applications are decided on planning merits, so neighbours’ comments count there.
